USGA Handicap System Licensing Program for Clubs
The USGA Handicap System Licensing Program for Clubs was created in 2005 in an effort to bring more consistency to handicapping nationwide. In order to become licensed, golf clubs are required to attend a handicap certification seminar which focuses on the principles outlined in the USGA Handicap System manual, pass a test exhibiting knowledge about the system, adhere to all points on a compliance checklist and have a signed license application on file with the VSGA. Once a club becomes licensed, they will be listed as an authorized golf club on the USGA Authorized Club List and will be able to provide their members with an authorized Handicap Index.
The licensing program operates on a four year cycle and coincides with the publishing of the new USGA Handicap System manual. The current period began on Jan. 1, 2008 and will come to an end on Dec. 31, 2011. At this time, every club in Virginia that issues a Handicap Index to its members will need to have completed the proper requirements.
