2010 VSGA Men’s Championship Rules and Policies 

CONDITIONS OF THE COMPETITION
All participants in 2010 Virginia State Golf Association tournaments and/or Championships
must abide by the following Rules, Policies, and Guidelines.

Exceptions: SunTrust State Open and the Senior Open of Virginia (see respective entry forms)

Rules
Play will be governed by the USGA Rules of Golf, as modified by local rules. 

Receipt of Entry
Entries will be accepted online, by mail, or hand delivered to the VSGA Office at:

No phone or faxed entries will be accepted. Online entries must be paid for by credit card.  Mailed or hand delivered entries must be accompanied by either cash or check in the amount indicated on the entry form.  Please make checks payable to the VSGA. All Exempt players must submit a properly executed entry form and include the proper entry fee by the deadline date. Late entries will only be accepted if spots are available.

Rejection of Entry
Entries are subject to rejection at any time (including during the Championship) by the VSGA. The reason for rejection may include unbecoming conduct or actions which are detrimental to other players. In addition, at any time prior to, during, or after an event, if it is found that the player was not in compliance with the eligibility guidelines, he/she will be qualified.  

Refunds
Any refunds issued for VSGA Championships will be given on the following basis: (1) If a participant withdraws prior to the tournament deadline - refund is subject to a 25% administrative fee; (2) If a participant withdraws between the tournament deadline and one week prior to the first day of the tournament - refund is subject to a 50% administrative fee; (3) If a participant withdraws less than one week prior to the first day of the tournament - no refund will be given.

Tournament Eligibility Guidelines
VSGA Tournament Eligibility Guidelines (i.e. Residency Requirements) on the VSGA’s website at www.vsga.org by clicking “Tournaments” on the left portion of the screen, then proceeding to “VSGA Championship and Tournament Eligibility Guidelines.” Tournament Eligibility Guidelines can also be found in the March/April issue of Virginia Golfer Magazine.

Cell Phone Policy
Use of cell phones, pagers, beepers and the like will not be allowed.  (Violation of this prohibition will result in a warning - continued violation shall result in a disqualification in accordance with the Rejection of Entry statement above).

Course Condition
The VSGA has no control over  the condition of a golf course. The VSGA requests from each club that it provide a course in good condition. However, if the event is played, there will be no refund granted, other than refunds made according to the refund policy.

VSGA Inclement Weather Policy
In the event that one or more rounds are not completed due to inclement weather, the VSGA Tournament Committee reserves the right to reduce the number of rounds and size of the field.  The Committee reserves the right to reduce the number of rounds of qualifying and may reschedule the site, date, and time of any or all match play rounds if conditions warrant such action.

Dress Code
Participants must adhere to host club dress code.  In addition, jeans, short-shorts, cut-offs, gym-shorts, tank tops, T-shirts or swim wear are not permitted.

Caddies
Players may have caddies, but caddies may not ride in a golf cart at any time.

Spectators
Spectators are not allowed to ride in carts with the exception of the three Junior Championships, which will be at the club’s discretion.

Distance-Measuring Devices
In VSGA competitions (excluding the SunTrust State Open and the Senior Open of Virginia), a player may obtain distance information by using a device that measures distance only. If, during a stipulated round, a player uses a distance-measuring device that is designed to gauge or measure other conditions that might affect his play (e.g., gradient, wind-speed, temperature, etc.), the player is in breach of Rule 14-3, for which the penalty is disqualification, regardless of whether any such additional functions are actually used.

Close of Competition
Competition is deemed closed when prizes are awarded, or in the absence of a prize ceremony, when all scores have been approved by the committee.

Tournament Information
Players will be notified of their acceptance one to two weeks prior to the event.  If an email address has been provided, information will be emailed, if not, paper copies of all information will be mailed.
