2010 VSGA One-Day Events Rules and Policies 

CONDITIONS OF THE COMPETITION
All participants in 2010 Virginia State Golf Association One-Day Events
must abide by the following Rules, Policies, and Guidelines

Rules
Play will be governed by the USGA Rules of Golf, as modified by local rules. 

Receipt of Entry
Entries will be accepted online, by mail, or hand delivered to the VSGA Office at:

A properly completed 2010 entry form must be received by the VSGA, in addition to cash or check for the appropriate amount, no later than two weeks prior to the event. No phone or faxed entries will be accepted. Online entries must be paid for by credit card, and may be submitted up to five days prior to the event date. Mailed or hand delivered entries must be accompanied by either cash or check in the amount indicated on the entry form.  Please make checks payable to the VSGA. Late entries will only be accepted if spots are available. Entrants will be placed in the tournament by date entry is received. If the event is sold out, entries will automatically be put on a waitlist by date received unless otherwise specified. Players may not sign-up online for the waitlist.

Entry Requirements
Open to men and women of all ages (juniors age 17 and under must have a disclaimer signed by a parent/guardian). Participants must have a current VSGA/USGA Handicap Index established at a VSGA Member Club and meet the requirements of the USGA Rules of Amateur Status. Non-VSGA Members will only be allowed to participate if there are spots available, but will not be allowed to win any prizes. As a condition of participating in this event, each player must sign a disclaimer and release of liability in favor of the VSGA.  

Entry Fee
$54.00 per player,
includes green fees, golf cart, and prizes. Entry as a group of four is preferred, but not required. Non-VSGA Members can participate for a fee of $74.00.

Refunds
Participants who withdraw from a One-Day Event will receive a credit, unless a refund is requested. To be eligible for a credit, participants must notify the VSGA office prior to the day of the event from which they are withdrawing.

If a refund is requested the following will apply:

(1) If a participant withdraws prior to the tournament deadline - refund is subject to a 25% administrative fee; (2) If a participant withdraws between the tournament deadline and one week prior to the first day of the tournament - refund is subject to a 50% administrative fee; (3) If a participant withdraws less than one week prior to the first day of the tournament - no refund will be given; (4) If an entry is held for a credit at any time - refund is subject to a 50% administrative fee; (5) If a credit is not used by the final 2010 One-Day Event, participants must contact the VSGA office prior to the end of 2010 for a refund subject to a 50% administrative fee.

Format
One-Day Events, Qualifiers, and Championship – Individual stroke play. 18 holes, with full course handicap, flighted by age.

Two-person (Four-Ball) Qualifiers, and Championship - Men will receive 90% of course handicap and women will receive 95% of course handicap. Events will be flighted by total handicap of both players. Should the difference in the Course Handicap of the two players on a side be more than eight strokes, an additional 10% reduction will be applied to the Course Handicap of each member of the side.

Cell Phone Policy
Use of cell phones, pagers, beepers and the like will not be allowed. (Violation of this prohibition will result in a warning - continued violation shall result in disqualification).

Course Condition
The VSGA has no control over the condition of a golf course. The VSGA requests from each club that it provide a course in good condition. However, if the event is played, there will be no refund granted, other than refunds made according to the refund policy.

Dress Code
Participants must adhere to host club dress code. In addition, jeans, short-shorts, cut-offs, gym-shorts, tank tops, t-shirts or swim wear are not permitted.

Prizes
Prizes consist of gift certificates redeemable at host club pro shop only. Gift certificates have an expiration date printed on them; please abide by the printed expiration date.

Ties
All ties will be settled using the USGA Scorecard Playoff Method (holes 10-18, holes 13-18, holes 16-18, hole 18).

Close of Competition
Competition is deemed closed when prizes are awarded, or in the absence of a prize ceremony, when all scores have been approved by the Committee.

Distance Measuring Devices
In all VSGA One-Day competition, a player may obtain distance information by using a device that measures distance only. If, during a stipulated round, a player uses a distance-measuring device that is designed to gauge or measure other conditions that might affect his play (e.g., gradient, wind-speed, temperature, etc.), the player is in breach of Rule 14-3, for which the penalty is disqualification, regardless of whether any such additional functions are actually used.

Event Information
Starting times and any additional information pertaining to the event will be sent to the person submitting the entry. If an email address has been provided, information will be emailed, if not, paper copies of all information will be mailed. Please arrive and register on site, ready to play, at least 30 minutes prior to the scheduled shotgun starting time.

Course Handicap Modification
The VSGA One-Day Event Committee reserves the right to modify a player’s Course Handicap for the duration of a competition.

Posting Scores
Players are responsible to post their own scores at the close of competition. The VSGA has the right to modify any course handicap for future One-Day Events if a player does not post their scores.

Disclaimer
All participants will be required to sign a disclaimer which will be on the entry form and at registration at each event.  Participants age 17 and under will be required to have a separate disclaimer signed by their parent/guardian.  The parent/guardian disclaimer will be sent out after the junior entry is received at the VSGA office.

I agree to the One-Day Events regulations included herewith. I have read the 2010 VSGA One-Day Events Rules and Policies page.

I agree that there are certain risks inherent in the game of golf and accept personal and sole liability for all such risks, including, but not limited to any health-related risks.

I agree that this entry is subject to rejection at any time (including during the Championship) by the VSGA.  The reason for rejection may include unbecoming conduct.

I agree that the responsibility for ensuring this application is received by the VSGA by no later than two weeks before the first day of the events is mine alone.  I agree that the risk of delay or error in transmission lie solely with me and that the VSGA has no liability with respect to any such delay or error and the consequences therefrom, including rejection of entry.
